According to Dr. Linh, although there are many advantages in terms of mechanisms and policies, the rapid and strong development and application of information technology in Vietnam, the percentage of people using the Internet, social networks, and smartphones Intelligence in Vietnam is high, many start-up movements with innovative ideas are associated with information technology, however, the digitization of scientific and technological knowledge of agencies and organizations in Vietnam still faces many difficulties. difficulties and limitations such as technical infrastructure not meeting the requirements of big data (bigdata); lack of qualified human resources, lack of finance for digitalization activities; large actual database system, data system that has been digitized but has not been classified, exploited and used effectively; the attention of leaders at some levels, branches and scientists is still not enough for the digitization and archiving of documents; the process of assessing and appraising knowledge is not commensurate with the amount of knowledge and information being massively posted on the internet; the pragmatic mentality of the community in just wanting to use it without contributing to the construction of the database; there are many phenomena of copying, indiscriminate use of digital knowledge, piracy, intellectual property...

As for the opinion of Mr. Cao Minh Kiem - Secretary General, Vietnam Association of Science and Technology Information, said that currently, open access to scientific and technological publications from the state budget in Vietnam is still very low. restriction: directory level only; Currently, there are only a few participating journals while most scientific organizations use state funding to operate.
