In terms of construction quality, if according to the hydroelectric standards of the USSR, USA, Japan, this project does not meet safety standards. Song Tranh 2 hydroelectric dam does not have waterproof concrete walls, Chinese contractors apply incorrect technology, causing thermal expansion joints to crack.

I would like to give an example: Dinh Binh Irrigation Dam (Binh Dinh Province) is invested by Investment Management Board and Irrigation Construction 6 (Ministry of Agriculture and Rural Development), Construction Company 47 built in 2003 and completed 6 2009 This is the first project in Vietnam constructed with roller compacted gravity concrete technology, with waterproof concrete walls... and so far the quality is still very good. While Song Tranh 2 dam has the same rolling compaction technology but has just been put into operation, has not been tested and accepted, but has cracked and absorbed water, it is true that the quality of the work has problems.

- If water storage is banned permanently, how should Song Tranh 2 hydroelectricity be handled, sir?

According to the Construction Law, when a work has problems, it must be overcome. In case the incident affects the safety but cannot be overcome, the plan to demolish the work must be considered. There are two options for dealing with Song Tranh 2 hydropower plant if water storage is banned permanently. One is to blast the dam, but this is a bit dangerous because the structure is located in a complex and sensitive geological area, so it can cause stronger earthquakes.

The second option is to build a reinforced anti-wall behind the dam so that later when the geology of the area becomes stable, the building can be reused. However, first of all, the investor is forced to make a bottom outlet to drain the remaining water in the lake, both reducing the earthquake stimulus and supplying water to the downstream.

- Has any country in the world destroyed a hydroelectric dam for the same reason as Song Tranh 2, sir?
