New rural construction planning

Implementing the Resolution of the 4th VFCEA Executive Board Meeting, Term VI, in 2012 VFCEA celebrated its 30th Anniversary and the 7th Congress with practical activities, including organizing a Workshop with the theme "" New Rural Construction Planning”.

To implement the 7th Resolution of the Party Central Committee, term X on agriculture, farmers and rural areas, the Government issued Resolution No. 24/2008/NQ-CP dated October 28, 2008 on “Chapter the Government's action plan to implement the Resolution of the Xth Party Central Committee on agriculture, farmers and rural areas", the Prime Minister issued Decision No. 193/QD-TTg "Approving the program to review the construction planning new rural areas" and Decision No. 800/QD-TTg approving the "National target program on building new rural areas for the period 2010 - 2020".

These are very important guidelines and policies related to agriculture, farmers and rural areas, in which there are very important tasks related to the formulation and management of "rural construction planning".

To implement the Government's Resolutions, the Prime Minister's decisions, the ministries have issued many guiding circulars, the People's Committees of the provinces and cities have also issued many decisions to organize the implementation.

After more than 3 years of implementing Resolution No. 24/2008/NQ-CP, many localities have tried to implement the formulation, approval and management of new rural planning. Over 60% of communes have completed the general planning, many localities achieve high rates such as Thai Binh, Vinh Phuc, Hai Duong, Bac Ninh, Bac Giang...

However, in reality, many localities (especially commune level) are still confused in the implementation process from content to implementation. Some localities have strongly implemented it, but the quality of planning is still limited because the conditions for planning are not synchronized (regional planning, socio-economic development planning, land use planning... ). Many planning contents require high requirements while the planning budget is still limited, planning consultancy organizations have more space, lack of synchronization among related sectors such as traffic, irrigation, system infrastructure system, garbage treatment system, dirty water ...

The protection and promotion of traditional architectural space and the protection of relics are still awkward and passive, especially in the vicinity of urban areas that are "urbanized" spontaneously.

The level of appraisal and approval is still limited, especially the planning management is still weak in terms of capacity and implementation organization.

The legal documents still have many overlapping points and contradictions, which are not realistic in terms of both professional content and human resource conditions and implementation budget.

Therefore, "the formulation and management of new rural construction planning still has many shortcomings related to the implementation policy as well as relevant legal regulations".

For the purpose of the Workshop "Assessment of the current situation and proposes solutions to improve the quality of formulation and management of new rural construction planning", the Vietnam Construction General Association in collaboration with the People's Committee of Hai Duong organized a workshop with the theme "New rural construction planning" in Hai Duong province.

At the Workshop with this topic, the Organizing Committee received 15 presentations from state management agencies, scientists, and experts, especially those from units that directly set up, manage management of new rural construction planning of the province, district, commune, consulting units ...

Through the content of the presentations, the actual situation of implementing the planning and management of new rural construction is a very broad field related to many issues. The organizers would like to suggest that the conference focus on the following key issues:

I. RURAL (NEW) CONSTRUCTION PLANNING (NEW)

1. About the name and content of the master plan: According to the current law, there is no phrase "New rural commune construction planning".

In the Construction Law and guiding decrees, there is only "Regulation on construction of rural residential quarters".

Some other documents such as document No. 31/2009-TT-BXD promulgating standards and regulations "New rural construction planning".

Other documents such as Decision No. 193/QD-TTg use the phrase "New rural construction planning". In the latest document: Joint Circular No. 13/2011/TTLT-BXD-BNN&PTNT-BTNMT dated October 28, 2011 is used the phrase "New rural commune construction planning" with the content:

1. Analysis and assessment of the general current situation.

2. Forecast potential and development orientation.

3. The overall spatial planning of the whole commune.

4. Land use planning.

5. Production planning.

6. Construction planning.

Thus, the content "Planning for construction of rural residential quarters" (According to the Construction Law) and "Planning for construction of new rural communes" according to the joint circular are not only different in name but also different in content. . Accordingly, the new rural commune construction planning has more comprehensive contents. Particularly, the word "new" used in the Resolution, the new rural construction movement is appropriate, while the master plan according to many experts should only use the phrase "rural construction planning" (excluding district level) or " Communal construction planning”.

Regarding the provisions of law: it is also necessary to study and amend the Construction Law: it is recommended to use "Rural construction planning" instead of the phrase "Planning of rural residential spots".

2. Making rural construction planning

In Article 7 of the Joint Circular No. 13, 6 contents of the project "Planning on construction of new rural communes" have been proposed, referred to as "New rural planning" for short.

The content of the planning project requires many very high and comprehensive requirements to serve the requirements of management and economic development of the commune level. After more than 3 years of implementing Decision No. 193/QD/TTg of the Prime Minister approving the program to review the new rural construction planning, Decision No. 800/QD-TTg of the Prime Minister approving the target program With the national target on new rural construction, localities have simultaneously implemented the implementation of new rural planning tasks and have had initial results: Over 60% of communes have completed the general planning, Rural infrastructure system is strongly invested and developed, 40% of communes have completed infrastructure works.

Many provinces have strongly implemented the formulation, appraisal and approval of this plan such as: Vinh Phuc province 112/112 communes have approved the general planning, detailed planning of Thai Binh province 267/267 (100%) number of communes has been approved. After approving the general planning, 80 communes completed the detailed planning.

Some localities have high rates such as Hai Duong, Bac Ninh, Bac Can.

However, "New rural construction planning" still has many shortcomings, the quality of planning is still limited, lack of synchronization; the new rural planning of the commune is not consistent with the general planning of the district and the region; The system of transportation, irrigation, water supply and drainage, and environmental waste treatment is not uniform. Every commune has electricity and water supply stations, solid waste and wastewater treatment facilities, Every commune has rural markets, concentrated cemeteries..., it is necessary to summarize and properly evaluate to find out the causes and measures to bring the new rural construction planning to life, contributing to the implementation.
