Engineer Tran Ngoc Hung said that consulting, criticism, and social assessment is one of the important tasks of the Vietnam Construction General Association and its member associations. After more than 36 years of operation, especially from the last 10 years (2008 - 2018), the consulting, criticism and social assessment of the General Assembly has achieved many results, which are recognized by the management agencies. evaluated by the State, interested in by the society, and considered by the media in the field of investment - construction - environment as an important partner to carry out the task.

From an insider's perspective, after nearly half a century of working in many fields, Mr. Hung concluded that in order to perform well the task of consulting, criticizing and assessing society, the following factors are needed (Mr. called “lessons learned”):

Firstly, carefully study all the effects of mechanisms and policies, all provisions of the law related to the issue when performing the task of consulting and criticizing, especially always studying the roles and responsibilities of the agency. state management and of the subjects affected by mechanisms and policies prescribed by law.

Second, on the basis of information collected through management agencies, affected subjects, information from the press, public opinion, member associations, members, experts, scientists... need to filter and select objectively and scientifically. From there, propose issues for consultation and criticism.

Third, the content of advice and criticism needs to focus on recommendations with solutions in an objective, honest, scientific, and enthusiastic manner, avoiding the serious situation of "outside" criticism, not seeing responsibility. of our industry and our organization because Urgency does not make us innocent (the name of a book by author Dang Hoang Giang).

Fourth, make the most of large forums, chaired and attended by managers who are senior officials, such as meetings with the General Secretary, the President, the Prime Minister, the President of the National Assembly...; congresses, annual summaries of the ministry, state steering committees...

Fifth, make the most of the media, through online talks, interviews, and articles to express opinions openly, seriously, in a constructive spirit.

Sixth, it is necessary to maintain contact and cooperation with agencies to facilitate and coordinate the implementation of advice and criticism, such as with agencies of the National Assembly, unions, ministries and organizations. other relevant.

Seventh, regularly organize consultations, listen to recommendations and solutions of member associations, members, scientists and managers; when necessary, organize discussion and debate to select the most objective and scientific criticism.
